Stakeholder Forum played a significant role in drafting chapter  one of the report.<\/span><\/p>\n<p><!--more--><\/p>\n<p><span style=\"font-size: 10pt;\">Water  is a critical natural resource upon which all social and economic  activities and ecosystem functions depend. Managing water well requires  appropriate governance arrangements that move considerations of water  from the margins of government to the centre of society.
