The full text of Agenda 21 was revealed at the United Nations Conference on Environment and Development (UNCED) or Earth Summit, held in Rio de Janeiro in 1992, 20 years after the 1st world environmental summit. 178 governments voted to adopt the programme, which had four main sections:

  • Social and Economic Dimensions
  • Conservation and Management of Resources
  • Strengthening the role of Major Groups
  • Means of Implementation

Agenda 21 is a comprehensive plan of action to be taken globally, nationally and locally by organizations of the United Nations System, Governments, and Major Groups in every area in which humans impact upon the environment. The Commission on Sustainable Development was set up to monitor and ensure effective implementation of the agreement.
